A collectiva boat from Rio Dulce to Livingston is Q125 I think. From Livingston there's a few boats per week to PG. Boats leave more frequently from Puerto Barrios to Punta Gorda (every day there are a few boats) and you can get a shuttle bus to Morales and from Morales to Puerto Barrios. From Punta Gorda, there is an airport that flies to Belize City or you can take a bus.
