Many interesting stops are free my favorite falls is viewed right from the bridge on 61 in a town called Schroeder. Two harbors, Pallisade (has the best view of Lake Superior), Beaver Bay (has a great ice cream shop), and many places to stop and throw rocks in the lake between Duluth and Two Harbors (take the scenic road not the freeway.) Have fun!

And my wife and I felt it was good enough and did not pay the $10/person I was going to post a google street view but it will not let me. If you look at the map you will see the pull out and you can see the light house very well
I know they charge admission to tour the lighthouse, but can you go here and hike trails and see the outside of the lighthouse without the fee? Is it worth going if you don't want to pay for a whole family to get in the lighthouse?

You would need a State Park permit to go hiking in the park. Daily permits are $5 per vehicle.
