No it is of the the main road,go to the Fly directions then turn right from the Fly following road sign directions to the Falls,not far by car, plenty of parking spaces for your car and also Toilets,bring a picnic lunch on a nice day you would want to stay awhile in the cool of the trees that cover you,It is not hard to find.Enjoy.
We didn't see anyone with dogs while we were there, but check the Otway National Park website as there are area within the park where dogs are allowed on a lead.
