The Hay River Healthy Communities Committee formed after the Northwest Territories town put in place a 10-year-strategy in 2024 to address challenges it's facing.

RCMP said there were also warrants out for his arrest in the N.W.T. and Alberta related to drug and weapons charges, as well as a charge related to the assault of a Hay River police officer.
