The Social Security Administration on Monday will implement a big change in the way millions of recipients can verify their identity with the agency to receive their benefits.

The Social Security Administration said Wednesday that all claims can continue to be conducted on the phone — a reversal from its effort to move identity-verification for some services to online or in-person — but the agency will begin an anti-fraud check on April 14.
