Ukraine says the minerals deal presented by the United States differs substantially from an earlier framework that had been agreed upon.

The Trump administration has proposed a new, more expansive minerals deal with Ukraine, according to three people familiar with the ongoing negotiations and a summary of a draft proposal obtained by Reuters.

Officials in Kyiv say the country cannot possibly accept the proposal and that new negotiations would be needed. But they have not rejected it outright, which would anger the White House.
