The torso of 65-year-old Edwin Echevarria was found in a sleeping bag in a suitcase floating in the river. Police have arrested his partner's son.

A human torso was found inside a suitcase that was floating in the East River near Governor’s Island on Wednesday evening, according to cops and law enforcement sources. A passing vessel spotted the suitcase and alerted police before an NYPD Harbor Unit was dispatched at around 5:30 p.m., cops said.
