A federal judge on Thursday ordered Trump administration officials to comply with his earlier order that they lift a freeze of nearly all foreign aid, though he stopped short of holding them in contempt of court.

A federal judge says the Trump administration has kept withholding foreign aid despite a court order and must at least temporarily restore the funding to programs worldwide.

The judge faulted the logic of a blanket freeze on foreign aid spending and found that groups that depend on the aid had made a strong initial showing of “irreparable harm.”
