Cell is optional but makes it more like a code block. Not everything keeps its formatting, some need pasting into word and then copying again to show correctly in onenote.

You can use an add-in called "Note Highlight" which supports many different programming languages, You can just highlight the code and press which language you want and it will automatically format it for you including indentations/coloring etc.

Simply click the button and a new window pops up. Paste the code in there, choose your background and syntax highlight colors, and click ok. The program will create 2x1 table.
