From the looks of that warning wheel, I assume that it is a rather ordinary American shelf or wall clock and that it is not a "museum piece". I would not attempt to peen it. It theoretically could be pinned but that would take a lot of time.

Wear is the primary culprit of non running clock movements and Clean, oil and Adjust have little or no effect on wear. Others, here will likely tell you that cleaning without disassembly is futile, as well.

Some basic service can be done at home DIY with some skill with tools and patience. If you were able to transport the clock and get it setup yourself, that show some skill and ability.
