Head to Deatholme in Ghostland at 34,70. You will find the Insignia on a BE corpse located at the foot of a platform near a cauldron at 34,81. From the entrance of Deatholme, run south and you should run right to it. Right click on the corpse and talk to it.

Deatholme is the largest Scourge outpost in the Eastern Kingdoms outside of the greater Plaguelands, and appears to be jam-packed with temples, ziggurats and slaughterhouses. The variety of enemies in the area include undead nerubians, banshees, wraiths (Eyes of Dar'Khan), and human necromancers with their skeletal minions.

Deatholme Necromancers are level 18-19 caster mobs located at the Scourge citadel of Deatholme in southern Ghostlands. They are always accompanied by at least one summoned Dreadbone Skeleton.
