Feb 16, 2015 · Kakashi became a Genin at the age of 5 and Chunin at 6. Obito became a Genin at the age of 9 and Chunin at the age of 11. It was around the time when Obito became Chunin that Kakashi was promoted to Jonin. Obito then "died" at the age of 13, which was almost two years after his promotion to Chunin. This can be seen in chapter 35, when Kakashi, Kurenai and Asuma suggest their team for the exams. Although Iruka protests, he can't do anything against it. That does not mean, that the genin can't decide against it, though.

This means taht there will always be exactly 3 more new teams, each with 3 Genin, at the end of every school year. Conclusion (tldr;) Since only 27 people can graduate and 9 people can become Genin, there will always be 3 teams, each with 3 people.

Jun 11, 2015 · In Naruto series, there are what we called ninja ranks: genin, chuunin, and jounin. To be promoted to a higher ninja rank, you need to passed at least an exam, like in the academy, if you were able to graduate from the academy, you'll be promoted to genin, to be a chuunin ninja, you need to pass the chuunin exam.
