As a provider of a permanent International Protection Accommodation Service (IPAS) centre, you are legally required to notify us within certain time frames about certain incidents, events or changes within your centre. You can do this by filling out the relevant form below and submitting it to [email protected].

We monitor the quality of International Protection Accommodation Service (IPAS) centres in Ireland by inspecting permanent IPAS centres against the national standards. HIQA inspectors visit IPAS centres to ensure that a safe, quality service is being provided.

In January 2024, HIQA released a set of guidance documents for International Protection Accommodation Services (IPAS) to support HIQA’s regulatory monitoring and inspection of the IPAS sector.

Protection Accommodation Services (IPAS) has been developed by the Director of Healthcare Regulation within the Health Information and Quality Authority (HIQA) to support service providers in their ongoing assessment of compliance with The National Standards for accommodation offered to people in the protection process.

The HIQA inspection reports for IPAS centres have identified persistent issues of inadequate governance, risk management, garda vetting, safeguarding demand and response to special needs, all of which demand urgent attention.
