It'll give you absolute measurements of position, can be set up on 5VDC very easily, and can be somewhat affordable. Might not be the most weatherproof though, for that you might need to go to a contactless method using lasers or such. A linear encoder is what you're after.

If there is maintained contact to a table or the ground you can easily use a rotary encoder to measure both linear and angular displacement. They are very cheap and fairly accurate for the price. Amazon has really cheap ones for testing or $25 can get you a really nice accurate one.
