Are you holding a direction when you hold down (not tap) R1? That'll be why you do the slam; the kicking will come if you only tap R1. You are supposed to stab him in the neck with the nano machine suppressing syringe. You have to do it quick. Make sure it is equipped in the item window. If you are switching to it you will not have enough time.
