Oct 15, 2015 · At ultra-low tide the pools at Rosario beach near Anacortes are quite good (Deception Pass State Park). There are also various other places around Deception Pass State Park with pretty good tidepooling (I worked a summer teaching nature camps for kids teaching them about the ecology).
