In case anyone else has this problem, I was originally downloading FiveM into its own empty folder which apparently was causing it to never create the “FiveM Application Data” Folder. To fix this, I cleared all my FiveM files, redownloaded the exe file and launched it from my desktop instead of an empty folder.
