RTOs were created by the Federal Energy Regulatory Commission (FERC) as a way to handle the challenges associated with the operation of multiple interconnected independent power supply companies. FERC describes this as a voluntary system.

The ISOs and RTOs use bid-based markets to determine economic dispatch. While major sections of the country operate under more traditional market structures, two-thirds of the nation’s electricity load is served in RTO regions.

This short guide discusses the basics of wholesale electricity markets regulated by the Federal Energy Regulatory Commission (FERC or Commission).
