The casino has it's own multi level parking garage. Steel stacks is only open for special events, of which there are many, there is a movie theater in the area. If you are going for the casino, I would use that parking area. There are stores between the two, the casino and the small venue concert area at the Sands, and a larger concert area. All are encloded and attached.
